The largest leadership band in the corpus by a wide margin. Managing managers, and being measured on things you no longer touch.
At 595 postings this is the biggest leadership market in the atlas — larger than Engineering Manager, larger than Principal. It is also the level where the job stops being about engineering judgement and starts being about organisational design, which is why strong EMs frequently struggle in the interview.
What changes
- You manage managers, so your leverage is who you hire into those seats and how you develop them. Your direct output approaches zero.
- You own an org design, not a team. How work is divided between teams determines more about delivery than anything inside any one of them.
- You are accountable for outcomes across a quarter or a year, not a sprint, and the feedback loop is long enough that you can be wrong for months before finding out.
- Budget becomes real — headcount, vendor spend, cloud cost.
- You are a peer to product and design leadership, and much of the job is that relationship rather than anything technical.
The decisive round
“Your organisation is delivering slowly. Diagnose it.”
Interviewer: “Four teams, roughly forty engineers, and delivery has slowed noticeably over two quarters. How do you work out why?”
A weak answer. “I'd talk to the teams, look at velocity trends, identify blockers and work with product to make sure priorities are clear.” Not wrong, and it is what every candidate says. It has no hypothesis, no measurement and no structure, and it would take three months to reach a conclusion.
A strong answer. “I'd start with a hypothesis set rather than open-ended listening, because forty engineers generate enough noise that you can talk to people for a quarter and learn nothing.
There are only a few things that usually cause this. Dependencies — teams cannot finish without another team, so everything is blocked on coordination. I'd measure how many work items had a cross-team dependency and how long they waited. Work in progress — too many things started, nothing finished, which shows up as flat throughput with rising cycle time. Toil — the proportion of capacity going to operational load, which grows silently and nobody re-baselines. Quality debt — rising change failure rate, so more of each cycle is rework. Or the work genuinely got harder, which is a real answer and often the correct one.
Those are all measurable in about a week from existing data, and they point at different fixes. Dependencies are an org-design problem — I would look at whether team boundaries match the architecture, because if they do not, every feature crosses three teams and no amount of process fixes it. Toil is a platform investment. WIP is a discipline problem I can fix quickly.
The one I would be most suspicious of is dependencies, because it is the most common and the most invisible — every individual team looks busy and productive while nothing ships.
And I would be careful about velocity as a measure. It is team-relative and gameable; I would look at cycle time and throughput of things that reached users.”
A hypothesis set with measurements attached, awareness that team boundaries and architecture must match, and scepticism about velocity. This is an organisational-design answer rather than an engineering one, which is what the level tests.
